Hi Peter, Unless Steve M knows better, I doubt if it is in Germany even though it appeared in an article about the recent incident in Berlin. The article appeared in "Electric News" and can be found HERE. As the article credits the picture to The Straits Times (and as I don't think it is a particularly recent picture), I wonder if it might be Singapore. I am guessing though. Looking at it again, yes, you are probably right, it does look like a younger Hayley. Seeing the most recent photographs of her on tour, she looks both as though she has definitely matured figurewise since December while also looking her elfin self, which i guess is a matter of clothes and camera angles at the time.
