So I was headed home tonight and passed, to my great surprise, a very bad accident that no one had done anything about, one car looking like it had been run through the wringer, injuries, gas pouring all over the road. The communications room isn't too well staffed at night, but I know the numbers of the higher-ups in the City, so I called the police chief directly (he tends to stay into the evening) and told him what was going on. Three minutes later his guys pulled up, and a minute after that brought out the ambulance and the engine companies.
Only one person got taken to the hospital, but I think that one car was a total loss. I just don't get it, these people had been sitting there for a half hour and no one who passed had even picked up the phone? Something's wrong when you can just drive by and not take a minute to call 911.

I'm so glad that you were able to summon help for the injured people in that awful car crash, Steven. I hope that they will be OK, thanks to you!
I expect passers-by were already using their cell phones and didn't want to end their call. Plus many people who make dozens of calls every day would NOT be the one who would call 911.
